Pharmacy change of site & relocation applications

In summary: Relocating a pharmacy to new premises requires a formal change of site application under the NHS (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013. Applications are classified as either no significant change or significant change relocations — each assessed differently by the ICB. Choosing the wrong application type, or failing to prepare adequately, can result in refusal. TI Pharmacy Consultancy manages relocation applications end-to-end.

Frequently asked questions

A no significant change relocation involves moving to premises nearby where the change is unlikely to have a material effect on how the pharmacy serves the local population — for example, moving a short distance within the same area. A significant change relocation involves moving to a different area or a location that would materially change the population served. The two routes are assessed differently by the ICB and have different implications for the representation and appeal process. Choosing the wrong route can result in refusal or delay.

You do not need planning permission in place before submitting a change of site application to PCSE, but you should have sufficient certainty about the proposed premises before applying. The ICB will want to know the precise location of the new site. If planning permission is required for the proposed use of the premises, you should ensure this is obtainable before committing to the application.

Yes. Change of site applications — particularly significant change relocations — are subject to a notification and representation period during which existing contractors in the affected area can make representations. TI Pharmacy Consultancy advises on the risk of opposition at the outset and prepares responses to any representations received.

A straightforward no significant change relocation can be determined relatively quickly — sometimes within a few months of submission. A significant change relocation that attracts representations and proceeds to an oral hearing can take considerably longer. TI Pharmacy Consultancy advises on realistic timelines based on the specific application and the ICB's current caseload.

Your existing NHS contract remains in place while the change of site application is being determined. You continue to operate from your current premises until the application is granted and the new premises are ready to open. GPhC registration of the new premises is a separate step that must be completed before opening.
