Free initial discussion

Every engagement begins with a free initial discussion. You tell us what you are trying to achieve — whether that is opening a new pharmacy, relocating, varying your hours, or opposing a competitor application — and we give you an honest assessment of your options and the realistic prospects of success. We will not encourage you to proceed with an application that has little chance of succeeding.

Assessment and strategy

If you decide to proceed, we carry out a detailed assessment of your situation. For applications, this means reviewing the relevant pharmaceutical needs assessment, local population data and the regulatory criteria that will be applied to your application. We advise on the strongest application route and the evidence you will need to assemble.

Application preparation

We prepare your application and all supporting documentation. This includes the application form, covering letter, evidence bundles, standard operating procedures and fitness documentation where required. We do not cut corners — a well-prepared application gives you the best possible chance of success.

Submission and management

We submit your application and manage all correspondence with PCSE, the ICB and other regulatory bodies throughout the process. You will not need to deal directly with PCSE or the ICB unless you choose to.

Representations and hearings

Most applications are subject to a representation period during which interested parties — including neighbouring pharmacies — can object. We monitor this process and prepare responses to any representations. If an oral hearing is required, we attend and represent you.

Determination and beyond

When a decision is made, we advise on what it means for you and what your options are. If the application is refused, or granted against your interests, we advise on appeal prospects and manage the appeal process if you decide to proceed.

At the initial consultation stage we need a general picture of what you are trying to achieve and the proposed site or current premises involved. For market entry applications, the address or postcode of the proposed site is the starting point — we then review the relevant PNA and local pharmaceutical landscape. We will ask for more detailed information as the application progresses.

If an application is refused, TI Pharmacy Consultancy advises on the grounds of refusal and the realistic prospects of a successful appeal. We manage the full appeal process to NHS Resolution if you decide to proceed. The initial assessment of appeal prospects is part of our service — there is no additional charge for that advice.
